Close all cams option #33

A couple ways this option could manifest:

Have a chat Settings option for: "When I close my cam, I also close everyone else's cams" so when you take a break from video and turn off your cam you auto-close everyone else's.
In place of the Help+Settings buttons in the top right corner, have a hamburger menu button that pops down a menu of choices like:
- Settings
- Help
- Close all cams (closes all cams you're watching, but your cam stays on if broadcasting)
- Links to tutorials or things in the future
